Ken, while as a senior staff member, oversaw the $47m budget submission and participated in senior negotiations to transition Community Development Employment Projects funding into real jobs in the Indigenous environmental sector. This created arguably one of the most successful Commonwealth Indigenous programs: the Working on Country Program, creating more than 200 jobs for Indigenous people in its first year.

Ken was the key driver and advisor to the then Environment Secretary, David Borthwick, to successfully negotiate and subsequently implement the Healthy Country, Healthy People: Supporting Indigenous Engagement in the Sustainable Management of Land and Seas Schedule under the bilateral agreement between the Northern Territory and Australian Governments on Indigenous Affairs. This was the first bilateral agreement of its kind in Australia.
